1.0 CALL
TO ORDER
The meeting was called to order at 7:10 p.m.
following dinner. The delay in the
start of the meeting was due to the lack of quorum. As quorum was not attained, it was determined that this meeting
would be for information purposes only and all recommendations and approvals
would have to be delayed to the next meeting.
2.0 INTRODUCTIONS
Members of the PAC and TC introduced themselves to
the public in attendance.

There were no questions or
issues raised from the audience at this time.

TO/APPROVAL OF THE AGENDA
It was requested that the
2004 PAC Annual Report be added under the Addendum.

7.0 PRESENTATIONS
7.1 Falconbridge Urinary Arsenic Study -
Update
Marc
Butler reported that on May 5th a presentation was made for the
citizens of Falconbridge regarding the Urinary Arsenic Study. He provided those present with the background
of the Study and noted that all individuals have been notified of their test
results. He also noted that there were
two questions which precipitated the initiation of the Study and these
questions have now been answered as follows:
1)
Do Falconbridge residents have higher urinary arsenic
levels than residents living in a comparison area with lower levels of arsenic
in their soil?
No.
Their average levels are very similar to those of the comparison
community both overall, and for various age groups.
2) What health risks relative to other
communities are associated with the urinary arsenic levels of Falconbridge residents?
Falconbridge and
Hanmer residents are within the typical daily intake of arsenic by Canadians,
and therefore are not at any increased risk from arsenic exposure as compared
to other Canadians in general.
One
area of concern that was raised by the residents was the lack of support/knowledge
from the Family Physicians. Marc stated
that Dr. Lesbia Smith and Celine Pinsent, Coordinators of the Study, will be
ensuring that the local physicians get all the support and information they
need to monitor their patients.
Marc
then indicated that his next step is to ensure the CMHC receives a copy of this
report with a request to change their policy regarding mortgage approvals in
that community.
7.2 Introduction
to the Sudbury Soils Study Presentation
Dr.
Monet and Glen Watson recently made a presentation on the Sudbury Soils Study to
the Roman Catholic District School Board and they have expressed an interest in
incorporating the Study into their curriculum. Glen then provided those present with a similar presentation.
A
question raised at this point was “How is the TC going to be able to define
what is an acceptable risk?” It was noted
that this would be a challenge for the TC, but one that needed to be
identified.
7.3 Sudbury
Specific HHRA Model
This
presentation, provided by Chris Bacigalupo of Cantox Environmental Inc., was similar
to one provided to the TC previously and went into detail to describe what a
Human Health Risk Assessment is and what are the building blocks of such an
assessment. He also went onto explain the Sudbury specific model and provided graphics
using artificial data to show how it would look and read. It was noted that this presentation would be
located on the website.

9.0 BUSINESS
ARISING FROM MINUTES
9.1 TC Recommendation: PAC Member to sit on CSC
It was noted that the CSC has not had a meeting in the last two months
and therefore have been unable to deal with this request. As well, a new Chair has been appointed. He is Ian Hamilton from Falconbridge. This
item will be deferred to the next PAC meeting.

12.1 2004 PAC Annual Report
There were some modifications requested on the initial draft. The Chair indicated he would incorporate those
comments and would like to receive any others as soon as possible so that a
final copy could be approved at the next PAC meeting and subsequently provided
to the TC.
12.2 PAC Remuneration
A request was made for the TC to reconsider paying for some of the
expenses of the volunteers to this committee. The WG indicated they would take this under advisement.
13.0 NEXT
MEETING
The next meeting will be
held June 21, 2005 in Valley East. With
the committee’s approval at the next meeting, the meeting originally scheduled
for July will be cancelled. The meeting following will then be on September 20th
at Science North in the Gold Room.
14.0 FOLLOW UP TO PUBLIC SESSION
There were no additional
comments or questions raised from the audience. These were dealt with throughout the meeting and during the
presentations.
15.0 ADJOURNMENT
The meeting adjourned 9:50 p.m.
