The meeting was called to order at 7:15 p.m. following
dinner.

public in attendance.

Letter to Homer Seguin
Chris Wren of the SARA Group
addressed the letter to Mr. Seguin stating that his presentation on the HHRA will
answer all of Homer’s concerns and questions. The PAC chair asked if the PAC
would be receiving a copy of the letter sent to Mr. Seguin. Marc Butler of the
TC responded by saying they would but will wait until Homer responded to the
letter. It was questioned if Homer was representing himself or a group and that
if he made a private submission he should receive a private answer.
Action
Item: Marc Butler will get permission
from Mr. Seguin
to release the letter.

PRESENTATION
7.1
Human
Health Risk Assessment for the City of Greater Sudbury
Chris Wren provided a presentation on the Human Health Risk Assessment. He reviewed what a human health risk assessment is and isn’t; the focus of the study; listed the receptor groups and explained why the female toddler was considered the most sensitive group; the routes of exposure; listed the receptor characteristics; the Sudbury specific data being used; identified the risks and what does risk mean; potential soil intervention levels by chemical and community and where we are now in the process.
He indicated the final report will be thousands of pages in length but a 20 to 30 page executive summary, in laymen’s terms, will be developed for the public. All versions will be available in local libraries and the reader friendly version will be available on the website.
A question from the audience was raised regarding air monitor testing and if the companies knew when the monitors were being tested. It was responded by indicating that Inco tests for S02 daily and dust particulates every six days. The sites for the monitors were not randomly chosen and Windy Lake Provincial Park was used as the reference site.
A question from the audience was raised concerning risk and what it meant. Franco Mariotti, the Independent Process Observer, asked if there was a risk for cancer and what the next step is. The TC responded by saying that information from the study could go to the Sudbury & District Health Unit and an investigation of hospital records and other statistical/health information by epidemiologists could be initiated if the Medical Officer of Health deemed this as necessary. This can also be done prior to the study being completed if it was determined that certain areas have a higher risk. Chris Wren reiterated that if there was an immediate risk the appropriate authorities and the community would be notified.
A question from the audience was raised concerning who determines what an acceptable risk is. The response to the audience was that this is the responsibility of the TC.
A question from the audience was raised concerning who performs the risk assessments and peer reviews. It was noted that the risk assessments are done by SARA and the peer review will be completed by TERA.
The PAC asked if cadmium was added as a COC to the ERA and why not include it in the HHRA as hunters eat moose and deer. Chris Wren noted that its inclusion was based on MOE soil guidelines. The soil pH in the City is above five and in the natural environment it is below five. The MNR moose and deer advisory include the entire province not just the Sudbury area.

It was
decided that the ERA would be the next topic of discussion and the computer
model would be presented early in the New Year.

Letter to
H. Seguin
The Chair requested clarification
on the letter to Homer Seguin. Gary Hrytsak, from the PAC, will call Homer and
ask if he objects to his letter being released to the public. There is an expectation that the letter will
become public but it is also important that Homer see the letter first.
